Grow light or a windowsill
A Central Florida pepper start is two indoor windows: late winter for the January to March set, and midsummer for August to September. UF/IFAS Gardening Solutions (Peppers) says to start seed indoors because small seed is easily washed away in the garden. This page is where that indoor tray sits.

UF/IFAS Starting Transplants Indoors is the Florida gardener page for this choice. You can start seeds on a windowsill. Overhead lights belong when space near sills is limited, when the window is not south or west, or when you are starting more than a dozen seedlings. Fluorescent and LED lights are inexpensive, not too warm, and come in sizes that fit a home. Position the light directly above the plants.
Light and heat are separate tools. The same IFAS page names peppers among warm-season crops that germinate best in warm soil. If germination is low, a horticultural heat mat may help. That is not a reason to skip the light question.

UF/IFAS Peppers also says you can buy transplants instead of starting seed. A six-pack from a nursery skips the sill-versus-light choice for that first week. It does not skip full sun after the last spring frost, or the August to September window HS732 prints for Central Florida. Light is the indoor question. Heat class and planting dates stay on Grow. Overhead light if the sill is north or crowded. Get this. Cells and a tray that drains. Get this.
